Patrick Labbé is a Québec City–based music entrepreneur, festival director, and artist development specialist working at the intersection of live music, independent labels, and international collaboration.
Active in the DIY music scene for over 25 years, he began his career as a self-produced artist, developing hands-on expertise as a musician, booker, manager, and producer. This multidisciplinary background led him to found DOZE Management in 2012, an artist management and booking company that also operates in event production and strategic development.
In 2015, he founded Le Phoque OFF, an alternative music festival and professional platform held annually in Québec City. The event has grown into a key meeting point for emerging artists and industry professionals, combining showcases with a curated professional program that fosters collaboration between Québec, Canada, and international markets.
Alongside the festival, Patrick also runs Folivora Records, an independent label focused on developing distinctive Canadian artists, and leads Centrale Alternative, a non-profit organization dedicated to supporting the independent music ecosystem through shared resources, professional services, and collaborative initiatives.
At Focus Wales, Patrick represents this interconnected ecosystem — from artist development and label strategy to festival programming and international partnerships. His work is driven by a strong commitment to alternative music, emerging talent, and the creation of sustainable bridges between local scenes and global networks.
